Claire van der Hoeven specialises in the energy and infrastructure sector, advising clients on public law, regulation and corporate matters and representing clients in legal proceedings. Claire brings her knowledge of administrative law and her energy sector expertise together in De Brauw’s transaction practice, making her particular skillset unique and invaluable.


Claire is an excellent sparring partner, a strong negotiator in regulatory affairs and successful litigator in complex civil and administrative law matters.


In the field of public law, Claire focuses on market regulation, public enforcement, environmental law and spatial planning matters. In addition to advising clients on the regulatory aspects (including permitting) of infrastructure and energy projects, she represents clients in negotiations with regulatory authorities at all levels of government, such as the Dutch Authority for Consumers & Markets and the Human Environment and Transport Inspectorate and in litigation before civil and administrative courts (both at the Trade and Industry Appeals Tribunal, and the Administrative Jurisdiction Division of the Council of State).


Claire’s advice portfolio covers mergers and acquisitions, and controlled auctions within the energy and infrastructure sectors.
